If we used carbopol for gel formation and after adding the other excipients and neutralizing of the polymer solution, some fine white particles like granules or very small flaked were observed during applying the gel on the hands. Why this always happens?

Hello, carbomer is heated in water until 50 degree after adjust pH by TEA . please gel forming standing for 24 hours.thanks
@anayatollah salimi the formed gel texture is very well but, may TEA conc. may be insufficient to neutralize the used amount of polymer?
And if there is any recommended pH value for hand gel sanitizer?
