What is the best way to mix FKM compound with tungsten powder?

We have dissolved FKM compound with Methyl Ethyl Keton (MEK) for 12 hrs. Observation shows FKM compound shows gel-like form after 1 hour and swollen about 50%. It seems difficult to mix FKM compound in gel form with tungsten powder. I need help in what is the best way to mix FKM with tungsten powder. Photo shows the appearance of FKM compound after being dissolved in MEK solvent.
