In my opinion, the EO basically to measure the extent to which the top manager of the firm willingness to outperform the competitors. The discussions of specific scale to measure EO also in the discretion of the researchers. For example Covin and Wales (2011) provide the multidimensional (Lumpkin&Dess) or unidimensional model (Covin&Slevin) models are not meant to be an alternative, rather the scales measuring different phenomena. Entrepreneurs are risk takers and creators. Entrepreneurial orientation ( EO ) requires risk taking and innovative ability. Micro-sized enterprises are generally start up firms with small capital and with innovative products. Having started the firm, the entrepreneur's EO will be determined by ability to increase market share in the chosen market segment, by creating competitive advantage through either differentiation or price.

the classification of Miller (1983) which is, according to Li et al (2008) and Covin and Lumpkin (2011), probably the first author to have operationalized the concept of entrepreneurial orientation. In this theoretical perspective of entrepreneurial orientation considered through three dimensions (Lumpkin and Dess, 1996; Dess et al, 2011): degree of innovation, proactiveness and risk taking. Most aouthors consider the three dimensions as a unidimensional concept.

microsized firms are very small in number, usually a startup or family run business, so its EO would be dependant or a reflection of the entrepreneurial intentions of its own individuals ( employees and management). so i believe measuring that will give a good indication.
• The existence of Center for Entrepreneurship supports the activity of the organization and can be a driving force for their activities encourage creativity and develop the economies of the green industry.
• The existence of a funding source through the collection of donations for each five-year plan.
• adoption of business development personnel programs in order to realize the importance of entrepreneurship in order to output creative and be creative and have the ability to drive the business.
• provide an opportunity to get a certificate of entrepreneurship through academic institutions
Just to add to what has been said by others. You may also wish to measure the quality of the product or service rendered by the micro-sized firm with respect to its novelty, acceptability by the market including how it has met gaps in the market etc.
With the approach of Peterman and Kennedy, we have measured entrepreneurial intentions in university education for the creation of micro-sized firm. I send the files.

entrepreneurial orientation is generally considered as a multi-dimensional construct encompassing latent variables such as innovativeness, risk-taking and proactiveness. I found the work of Khedhaouria et al. very effective and interesting. Have a look!
