Is it a good practice to attach CV , if not certain about the availability.
Is it absolutely necessary to attach a cover letter with CV or only CV is fine.

Second, find some one working in your area and see if he or she has founding and open positions. Then you can send your CV together with a cover letter. Since most professors are busy, it is not unusual that there is no response after you send some emails. It is better that you try to let the professors know your work, your ability of writting and communication etc., and have some connections personally.
