Now the inductive and deductive logics alone are not producing policies that is delivering on housing needs. Fundamentally also because of the complexity of housing environment. The analysis of the effectiveness of the effects of the applied instruments for activating economic activity, building new apartments, increasing the proportion of citizens owning their own apartment or house, etc., as essential elements of the housing policy implementation, should cover the entirety of determinants shaping both the housing needs of citizens, the correlation of the housing coefficient with other factors of economic activity citizens, the productive potential of building new apartments by construction companies and the state's financial capabilities in terms of interventionist support for housing construction programs from the state's public finance system.
