For making a decision concerning environmental management. How best can you design a decision support framework. Pleas note, this is for academic purpose!!!
For a complex DSS system, I do not envisage an in-house or bespoke design as it requires extensive resources. You may develop simple models, either dynamic or static ones using tools as simple as MS Excel. For complex systems you may look for a generic DSS/BI systems that support wide variety of models.
Also need to be careful with the overlap of DSS and BI concepts, the former evolving from academia and the later from industry.
My background is in psychology and then moving into the field of Knowledge Engineering. I have over 20 years experience in that field, initially in academia then on very many practical projects. Knowledge Engineering is the study and practice of creating knowledge-based systems. A complex DSS is a knowledge-base system, and hence is best developed by focusing first on the knowledge (i.e. the expertise) that will be implemented into the system. Everything in the design should be based on the properties of the expertise and the way that the DSS will change the organisation and how it will change people's work activities.
In my opinion, PCPACK is the best tool to use to help support the capture of expertise from the people who possess that expertise (i.e. the Subject Matter Experts). PCPACK is a suite of graphical knowledge-modelling tools, such as trees, diagrams and matrices. Alongside PCPACK, I use a range of knowledge acquisition techniques (which you can read about in my book "Knowledge Acquisition in Practice"). PCPACK is sold by the company I work for which is called Tacit Connexions. Although I am biased in my opinion, I still advise that PCPACK is a good tool to use because it was designed by Knowledge Engineers and is based on sound experimentally-based theory and on cognitive psychology. DSS may a Group Decision Support System/Organizational Decision Support or Personal serving at individual level. DSS being used at personal level are simple, so simple models may serve the purpose. For such DSS development one may use MS Excel as tool being an enduser. However, Group DSS/Organizational DSS are complex and requires advanced modeling, tools and techniques to be developed.
Abiola Soipe, as highlighted in previous responses, it really depends on what you plan on doing with this system/the level of complexity. Is a decision support system even necessary, or would a guide or decision tree be sufficient? Is your system knowledge driven, model driven, data driven, etc.? You could feasibly create a DSS in Excel or using any variety of programming languages (Python, C, etc.).
