Dear researchers I have some thing to publish in a journal related to computer science as good as possible, benefit- cost . The best journal with the fastest time. The best is defined as the ratio between reputation (such as impact factor) divided by the publication process.

It depends on your research's topics. For instance, ACM ToG is the best journal for topics related to computer graphics, geometric modeling, ... but I don't think that they are fast to review articles. In my opinion, speed and accurary of reviews are not proportional.

Who will wait 2 years, the research idea will be out of date then...!
In this digital world we need to spend 2 years waiting the world to read us!!!!!
Certainly, no one will wait for 2 years, if the work is excellent. Even reputed publishers will also want to publish as early as possible. But if the work is average and required to be published in reputed journal, then we do not have choice. Although, many publishers are there who publishes the average work in a month or two month time but ultimately reputation and brand name matters.

how about going with those low reputation journals, then promoting my work through RGate and at the end of the day i would get the credit i deserve..
Publications in reputable journals will take a lot of time because they require several rounds of peer review. However, in computer science, many researcher tend to publish new results in conferences first. This will take much less time, the time span from submission deadline till the conference actually takes place may be about half a year. An extended version of the conference paper can later also be turned into a journal publication.
A different (or complimentary) road can be to make preprints of your results available on e-Print archives, such as arXiv. However, such works are not considered as peer reviewed.

I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. Hope this would be helpful.
