As it has been said that impact factor should be considered with the same filed not between different fields, what is considered good impact factor for plant taxonomy? I assume it will not be very high, as the recent declining trend of plant systematics research.

Don't worry about IF. Just write your best paper and submit to your preferred journal :)

The IF of Botany journals are not very high! A journal with FI 1,5 is sufficient for *rookies*. It depends on your paper quality! Q2 journals could be enough for a beginner researcher, in the perspective to reach Q1 ones step by step.
This is not my field, but I have already given these suggestions to a friend recently:
Taxon, Nordic journal of botany, Kew bulletin, phytokeys, phytotaxa, South African Journal of Botany, journal of botany.

Many of journals on plant taxonomy do not have IF or below 1.
Very few exceed 3.
Getting published in journals with IF of about 3 is not an easy task.
Some predatory online plant taxonomy journals cite there IF 5 or 6. Beware of them.
