It’s called a scatterplot.  Normally it’s dots, rather than numbers, and I’m guessing the number is meant to be number of dots at that location; this may have been a note below the graph.  You can make scatterplots in Excel, R, GraphPad, online, or with many other programs.  When making the graph, I would probably add a small random perturbation to each point so you can see the many dots at a single point (and mention this in the note).  Alternatively, you could produce a bubble graph, where each bubble is proportional to the number of dots at that location.  Hope this helps some, Priya. ~ Kevin
