I start choosing a journal, then do a a sketch of the abstract, a sketch of the introduction, materials and methods. i then go to detailed methodology and results presentation. i then do a detailed literature review comparing with my results. when I write methodology, i take down relevant references and start building up my reference list. i jot all relevant references also during introduction and discussion. i finally reduce my words in the abstract to correspond to the journal i am writing for.

I usually starts with the collection of papers, review related to the theme of my manuscript....then introduction....while writing introduction one came across some new and useful references.....then material n methods....results discussion and in the last abstract.....keywords and finally title.....
As far as my process of writing a paper is concerned, it follows like this:
Tentative Title, Objectives, Literature review, Methodology, Data analysis & Interpretation, Findings and Conclusion, Introduction, Abstract, Final Title.

The variety of answers presented shows that there is no "ONE RIGHT ORDER" for writing your research. It is up to you to develop your own order. Bear in mind that there is almost no relationship between the order of doing the research, writing the research and presenting the research.
Also that the process of re-search and writing about it is non-linear and is recursive.

I am answering your question from the perspective of writing, not researching.
I think that it is helpful to write the first draft of the paper in the order that it will be read (assuming that you have already performed the data collection and analysis).
In the introduction, research questions, and significance of the study you frame the issues that you will then address later in the paper. Knowing HOW you have framed the issues helps you as you write the remaining sections of your paper.
Being very clear about what your literature review says will help you as you explain your methodology, findings, and discussion. So you should have at least a starting literature review before moving on.
Writing is an art, and as you write you need to build on what you have written previously, which is why writing in order has value.
Of course, after your first draft is written, writing becomes a iterative process of going back and forth between earlier and later sections, to make sure they all fit together seamlessly. During this phase of writing, you can add to the literature review to incorporate concepts that appeared in later sections, make sure that you are consistent in how you say things, etc.
Before writing any article, I always start with an outline, noting what points I'm going to argue for where. Then throughout the writing process, I know exactly where I am and what still needs to be done.
In short, most researchers believe that write up phase should be started with Results section (including tables, figures, and charts), followed by Methodology, discussion and implications, Introduction. In the last, literature review part should be written so that by that author becomes highly aware of the complete write up and in the Literature section it avoids repeating the same things again and again. Once you are done with these things, then one should move towards writing Abstract.
First of all get enough literatures, write introduction, literature review and do your practicals , present and analyse your results, discuss the results and make conclusion and get all your references.
