If it is the mechanical properties of soil both lateritic of black cotton soil (Tropical black clay) the optimum blend is 6% RHA and 6% Cement. which is applicable to other pozollanic agricultural materials
I think if the RHA you will use was a rich in silica (around 90%) you can replace 5 to 6% of cement otherwise use 10 to 15% if the silica content less than 90%.
Based on the literature, the rich RHA will behave similarly as silica fume.
