As well known that the review paper is constructed based on literature which is make the process of writing more difficult compared to research paper. Despite the paraphrasing, avoiding high similarity is complicated because the accumulation of small things that may account by the similarity software test. I need to hear your suggestions to overcome this problem.

I am agree with Shiva Rezaei Motlagh it must be less than 20% like 12 or 15% is acceptable.

Most of the journal accepts review paper with a similarity index of less than 20%. But, few of the publishers such as Taylor and Francis's requirement is less than 10%

Below 20% without including references.
Also, some of the publications are allowing less than 30%.
