Please help me by defining this term, I submitted a paper to a journal as original manuscript, but they sent me back and asked me to format article as short communication.
Is short communication considered as research paper?

So there should not be any doubt that short communications are also researh papers.
There format usually differs from the main paper and relevant instructions to the authors are found in the journals concerned

Short communication means the article which are not accepted as a full length paper. If the article has a lack of methodology or if the results does not convey any fruitful contribution in these case, the articles are suggested as short communications.

Where this is requested for, you may have to collapse multiple tables in manageable numbers to be accommodated.
