Most of good impact journals have strict policies for plagiarism.However going through review of literature or introduction chapters,some times certain lines appear in a repeated manner which can be even from your own published articles and this also leads to plagiarism .
My question is that do various generals evaluate the plagiarism in submitted manuscripts separately for Introduction ,M&M, Discussion etc.
If it is so, what is permissible % range which falls below plagiarism definition for each category.
or
If the whole manuscript is evaluated as a single piece,what is the limit in terms of % in that case?

Since I have a similar case, I want just to be sure whether this matter maybe considered as a plagiarism issue from the journal side.
Normally, the acceptable level of plagiarism is 11-19% but it’s relative and not a fix criteria. However, generally, references, title, and headings are not taken as plagiarism. Major focus is on the write up of paper.
If anybody feel easy during writing of his/her own work as an article in English language, there should be no plagiarism issue.
In any part of the article, writing of gist of related previous works in own language along with proper references ( preferably recent references) is a condition of writing of any good article.
But if the person writing the article is weak in language or is not the person performed the work him/ herself or try to copy paste from old articles or any other bad intension, then plagiarism become an issue for the article.
Percentage is not so important, rather reviewer's idea about the article along with plagiarism report is the deciding factor for rejection of any article, I think.
What scientific article cannot be rewritten over and over and over and over and over again so there is no element of plagiarism in it?

@ Dennis Mazur, there are two types of plagiarism one is content based (copying someone's text and including it into your paper) and second one is concept based (rephrasing the concept of others in your own words). The problem with the prevailing plagiarism software or websites is that they can check only content based plagiarism. You can refer to scientific article up to a limited range and then you have to establish your arguments for your paper.
It may be below 20% as a whole and from own article it may be below 5%. But citations should not be included as plagiarism.
Plagiarism will be considered only when something is copied from others. Whether it may be from introduction, Materials method and may be from other sections of a Published Paper. Usually Introduction section may have similar Phrases from other Papers, which may be considerably acceptable. But on the other hand, the Materials and methods may be similarity with others work if same method is implemented. But Publishers focus the results, discussion and figures. These sections primarily considered to be vital for checking the Plagiarism. In open access Journals the lines may be re written with proper citation. The limitations for following the similarity of others work depends on whether it is of your own work or of others. Hope it make sense.
The Maximum international limit for the whole plagiarism permitted (20%) and for each reference not exceed(1-2%). In general the plagiarism programs not solve the whole problem since many graphs and tables can not be detected via these programs.
