In my country, teaching, research and co curricular activities have been given equal weightage in Self Appraisal Score so we are expected to proceed accordingly. It's true that all three together in the allotted time, cannot be given justice! According to me, developing cognitive skills of students and their personalities should be the primary aim of those in academics.
Your answer is very sensible. I particularly agree with your thinking of investing in the student, in this way you achieve the equity of the three educational pillars: teaching, research and responsible professionalism.
Everyone knows research is tough. But you can never ignore the value of publication. Lack of publication after years of hard work completley destroys a student’s motivation.
Both are very important in my educational institutions. Priority is first devoted to academic work. Research work is the second priority. But both requirements are complementary to each other and very important.
In my work teaching (and work with students) and research (folowed by publications) are equaly important requirements for the promotion (higher academic position).

I work part time at a restaurant to fund my college education, for that job place professional training is vital to keep the area food safe and to avoid getting people sick. Research for publication in that market doesn't have as vast of an effect. However, with my studies, much of it depends on their being published research. therefore, I don't think that you could unilaterally say one is superior to the other. It is a case by case basis
All of them are equally important as they work cooperatively to reach a goal. Research and publication would improve teaching skill and knowledge with increased professional experience
For any institution, research and teaching both are important, but research domain is very weak in most of the institutions especially regarding the social sciences in relation to health.
