The minimum velocity is around 3 m/s and the maximum velocity is around 9 m/s.
I've attached an article and please take a look at Figure 7 which shows the velocity profile (RED color curve).

Thank you for your active contribution. In fact the attached paper clarified many other questions. However, this paper is talking about Mazaranus Project. The variation in the solar tower dimensions demand variable speeds as I think.
