The cognitive performance has been estimated for patients with various types of diseases. However, the cognitive performance is yet to be clear in the general population. I would like to know the mean and SD per ethinicity, race, age and gender.

There are a plethora of publications aimed to measure the 'mean' and 'SD' of 'cognitive performance' in the non-clinical population, just conduct a pubmed search.
In its most simple form, IQ (if you believe in such a general measure), the mean is 100 and the SD is 15 (Psychology-101), but such a test is a gross underestimation of the complexity of cognitive performance. To comprehensively examine/measure cognitive performance, many domains require careful evaluation, including memory, attention, executive functioning, speed of processing, etc. I suggest you speak with a neuropsychologist about this. As for ethnicity and race, I would not go down that road (to do so would be very inappropriate).
