Thanks for letting us know that there is a language protection policy in the Philippines and that it is facing difficulties in implementation since that might make this an important test case for implementation of sustainability and cultural rights protections. Of course, you will need to think about the links between language protection and cultural protection including environmental protection and land rights (take a look at my article on "A Red Book for Endangered Cultures") and articles on "Measuring Human Rights" since these issues are all connected, as well as problems that the SDGs create (my article on the SDGs and how they favor state education over cultural rights protections).
If you can ask more specific theoretical questions, I am sure you will attract more discussion. What you are presenting as your question just sounds like a kind of class assignment or a question to a librarian and won't attract the thoughtful discussion that this topic deserves.
