We know moment of force is r×F( vector notation can't be written), moment of momentum is r×p.
Moment of inertia is mr^2.
THEN WHAT IS INERTIA ? I MEAN MOMENT OF WHICH THING IS MOMENT OF INERTIA ? IS IT MASS, OR Mr ? IF mr, then how can I write this ?
IS this a scalar, or vector (or I don't know what to say ) ?

As per my understanding, moment of inertia is a mass like parameter in rotational systems. Mass is a ratio between linear momentum and linear velocity, similarly, moment of inertia is a ratio of angular momentum and angular velocity.
Moment of inertia is a tensor.
You want to define it as moment of something (that something must be a vector, and mass is not a vector) so it must be something like
I = sum_i [ m_i r_i (cross) (unit vector of omega (cross) r_i)]
Or,
I = r_i (cross) sum_i [ m_i (unit vector of omega (cross) r_i)]
Or,
a moment of
sum_i [ m_i (unit vector of omega (cross) r_i)]
Please think about the rigid body rotation.

Sir, I think so called 'inertia' will be
s = m [unit vector of in the direction of angular velocity (cross) r].
And moment of inertia
I = r (cross) s.
As you want to define in this way.
Magnitude is mr^2
Not sure thought.
