I have gone through different papers on SPR design and SPR based biosensing; different papers report different wavelength value of laser however unable find any dicusion regarding why a particular wavelength value is selected.
I need to know are there any parameters? if there are then why papers don't discus reasons of selecting particular laser wavelength.

I will try to simplify that from a biological point of view. You should know first that the choice of the wavelength of laser light depends on the application and on the sensor substrate; and that the laser wavelength defines the penetration depth of SPR into the biomedium.
Generally, in biosensors, SPR has been exploited in the visible and near-visible wavelength range (600-800 nm) due to the wide availability of optical materials and efficient light sources and detectors; the probe depth for these configurations is ~200 -300 nm; this usually covers the absorption layer of biomolecules.
However, there is many configurations using higher laser wavelength (in the infrared range) in order to enhance the penetration depth of SPR, allowing a much deeper probe depth to study events occurring within a large depth, which is more appropriate to study cells for example (https://www.bioopticsworld.com/articles/print/volume-1/issue-5/features/cell-biology/spr-reaches-new-depths.html).

can you also put some light on the overall dimensions of gold thin film like what should be the length and width of gold thin film?
What matters is the gold film thickness. This determines the SPR quality. The film thickness is in general of several tens of nanometers (~40-50 nm). For thicker films, you will lose in sensitivity.
yes that is true and well defined but I want to know regarding width and length of thin film?
