The journal “Journal of Seismic Exploration” https://geophysical-press.com/about-the-journal/ is not assigning DOIs to their papers.
The journal provides open access without charging an APC, because of this (?), they have no real presence in Google Scholar (as far as I can see) and assigns no DOI to their papers.
It is as far as I can judge a small but excellent journal with an indexing in Scopus. The paper you mentioned can be found here https://geophysical-press.com/online/Vol33-2_art3.pdf
I presume you wonder how to cite this paper, looking at for example https://academic.oup.com/jge/article/19/2/157/6562529?login=false#347601285 and scroll to the references you see that the citation of Wang Y, 1999 has two links: one to the Google Scholar link (present because the paper was uploaded here in RG) and one to the WorldCat link. I guess somewhere this year the paper you mention might have such links as well. For now, all you can do (if you want to cite this paper) ‘just’ give the proper details (including volume nr. etc.).

PS. A journal does not have a DOI, the individual journal articles published in a journal, that is a member of for example Crossref, get a DOI assigned.
