The proper understanding of ICALL is that we have to borne in mind that ICALL is an offshoot of CALL. We say it is intelligent because of its utility which means that a lot of room for students' interaction with machine by incorporation of modern technological features and graphical impregnations.
This question just came up in my question feed in April 2017 (?).
I think that the current thinking in CALL and Mall is to develop curriculum based on the "affordances" of the technology. That is, what functions of the technology can provide the learning activities that we have determined that our students need, in order to achieve the necessary outcome goals?
"Intelligence," or providing context-based content, can certainly be valuable, depending on the affordances needed.
