A research should be done about e-waste management and there should be a software/system could be developed as a solution for the research problem.

This question, I feel, is well supported by tenets of software engineering. Information systems research also includes organisational behaviour, user centred behaviour, architectures of software etc. as part of socio technical systems. Perhaps one has to choose the area for research, else contours are too broad to suggest.
