Health care delivery system of every country is unique. This depends upon the socioeconomic and political system of that Country. We can follow some basic principle, but not in ditto.

Yes, I completely agree with all above statements. Actually, what we learn and get experience in the whole life phenomena regarding health and its surroundings consequences for the best health outcome is learning health. Of course, it depends upon the such country's health care system fixed by that government and the system lead by such a political system of that country. So until and unless without established the political situation of that country, we cannot assume that the health care system covers the whole health aspect of the better health outcome.
There are many sources for information on Learning Health Systems. The Institute of Medicine, National Science Foundation, and Lynn Etheredge (a private consultant) are all intensely interested in this subject and are in the DC area.
Learn health systems requires you to understand the health system building blocks namely policy/program, health delivery outlets, human resource, logistics and supply, health information and health finance in a given country. These health system building blocks function differently depending on the level of economic development and policy ideology of a given country; could be good health for all or for those that can afford to pay, or a mix. In low income countries political commitment and leadership impact health system effectiveness in making health services accessible to all at least in achieving primary health coverage and showing progress towards universal health coverage..
Rebecca, I agree with Mohan Lal. Every health system has its uniqueness, because of local epidemiological data but also by the organization that each government decides is appropriate. Therefore the best way to teach and learn is to "contextualize" - also in measuring the outcomes and defining benchmarks - medical and technological knowledge.
Learning organizations use the data regarding their own system to learn and improve. They must analyze it to gain information, then apply it to the system to gain knowledge. System data should be used to improve operational efficiency, (including quality and safety) and to build the strategy for the future. A learning organization understands their population of patients, what resources (financial, physical and human) and what key processes (financial, logistics, supplier, regulatory) are needed to create a healthy population.
