I have already used a IKA ultra turrax T25 but the problem is that it creates a lot of air bubbles in the sample that may interfere with the water droplets.
Second difficulty is that my sample should not be larger than ~30 ml because of the expensive materials. Thank you for your answers!
An alternative is an ultrasonic tip. With a hand held device and small diameter sonotrode you can go down to a few ml. Emulsification intensity is usually much higher than rotor stator mixer like Ultraturrax. Emulsification intensity will strongly depend on volume sonicated.
Well, Olli-Pekka usually we don't have any problem with ultra turrax if its active end is completely dipped (up to the recommended limit) in the liquid. As you have lower quantity of liquid hence not completely dipping the active end, so have air incorporated in it. Perhaps you can try a 50 mL plastic test tube (with wide end). I hope that it will work, otherwise as said Titus Ultrasonic tip can also be used.
I tried using an ultra sonicating tip for a volume of 15 ml and it did work out fine in my case to create reverse micelle but I had to go really above 60 KHz to form proper dispersion, but Since you have said that air bubbles interfere you can try using an ultrasonicating water bath , as in my case It did not lead to much foaming and air bubble free sample was obtained even compared to a sonicating tip.
I propose to obtain little volumes of emulsion use the T connector or I connector in two syringes. Premixed and emulsification is achieved by multiple pass bettwen two syringes. Regards

I tried the ultrasonicating tip and it worked. Light microscope showed a bubble-free oil sample after sonication.
