I don't think it has to be at least 80% of the credits, since many projects are collaborations where many people contribute. I think the lead author will be the person who has contributed the greatest amount to the group or the person who inspired and guided the research project. Commonly there is an understanding when people sign on to participate in a project who will be getting the lead author credit.
