I want shoreline extraction using a water mask index which is MNDWI. I decided use Landsat data for it. There are two kind of data sets. One is Collection-01 level-01 another one is collection-01 level-02(Surface reflectance). Which is better for analysis? Level-01 or Level-02?

Level 2 data are atmospherically corrected data, hence there is no need to run eliminate atmosphere interferences such as clouds or haziness. However, there are limited regions that their level 2 data are available. On the other hand, for level one data, you have to first calibrate your DN values and second atmospherically correct your layers to convert your top of atmosphere radiance/ reflectance to bottom of atmosphere radiance/ reflectance.
Keep in mind your 'Shoreline' in the imagery is transitory, i.e. at whatever tidal state when the scene was acquired. For instance, the Bay of Fundy has a range of 16 meters (the height of a three-story house), so the waterline on the mudflats varies considerably.
