Without good language you can express what you want in a correct way. However, writing an article with poor english for example makes the referee to think twice (I do not mean the printing errore or grammer but scientific language is uaually differs from ordinary writing or social articles. I think good scientific language usually makes the referee to be positive.
If you write or speak a language improperly, you appear stupid. We judge the intelligence of people unconsciously by the way they speak. In that sense, the quality of your English is of the highest importance if you want to be taken seriously.
It is really important to get the language right. Firstly it's highly irritating to review a manuscript that barely makes sense because of language problems. You immediately upset the reviewer. More importantly you might actually struggle to get your point across and get a rejection because nobody got what you wanted to say. But also consider the journal's view. The reader needs to easily understand the article. It can't be the journals job to translate poor English into something readable.
Through my experience as Chief Editor of an indexed journal, I have observed that the better written language articles go through Peer Review easier than those written in bad language. In my opinion the correct, crisp, and concise manuscript gets published earlier than others. A journal will never like to publish a poor language to keep its own position in the vast number of journals. The authors are advised to work on the language as well when they work hard to make correct inference from the results of their research work!
