I give a simple description here: Assuming that other cognitive processes have occurred, design is the first step, assuming we are talking about a physical product. If the product is a laptop computer for example, you then include various sub-systems: processing, input/output devices, display ( which might be seen as an output device), storaage, memory, interfaces, communication (Wi-Fi), printer connection, power unit. Then, there is engineering to follow, To be frank the design process does invoke engineering knowledge/expertise and both they occur more or less simultaneously or in more or less parallel fashion. Coming back to design of the computer, there is also aesthetics, or physical appearnce and form, for which the serives of an Industrial designer is needed, so that the design is attarctive. We can also think of user-interface design. Let's not forget the operating system - windows, Linux, etc.
Coming to design, a potter at the potter's wheel is effectively designing as he forms the pot. The same can be said of a glass-blower blowing some artifact using molten glass. A florist creayti ng a beautiful flower ararngement is also a designer. The modern cooks, who cook a dish also are designers that make for a pleasing effect on not only the taste, but for the visual effect. a pastry chef will also be involved in "design"; as you can see artisans are also involved in design. An advertising expert is also involved in design. So, design can be a catch-all word.
Engineeing on the other hand is a more complicated activity. To go back to the laptop computer, the production process also has to be designed, in cooperation with manufacturing engineering experts. Quality Contol experts should also be involved in designing the processes so that there is zero defect. This brings us to operations management where the aim is to reduce costs, increase dependability, raise flexibility, Ensure high quality and deliver the products as soon as the orders come in ( we call that SPEED).
If one is writing a non-fiction book, and I am currently working on three such books, there is "design"** of the contents, what goes into it. The writing involves "crafting sentences" so that they make for interesting reading rather than boring, dry texts .. I have see too many of them. A fiction writer is also involved in designing -- the characters, the situations, the plot and the sub-plots. The book now ready also undergoes a design process...
I hope my explanation helps... actually i can write a whole paper on design and engineering taking on the numerous perspectives that are relevant. Finally, what about a plastic surgeonor cosmetic surgeon? He designs, and "creates" a more pleasing effect longed for by his patient.
** a big word for deciding on what to include/exclude and how to present them
