1. The world in general is currently witnessing tremendous changes in all aspects of human life. These changes have direct and indirect effects particularly on the economy of various countries leading, henceforth, to intensification of economic competition among countries in markets and companies. In addition, a number of significant challenges emerged and influenced countries of the world at a large level with a rise in prices of commodities, services, high rates of inflation and finally came the recent financial crisis. Such problems have hit the societies of some countries, and subsequently affected the economies of others in terms of their economic and administrative structures.
2. At the same time, most of HEIs in the developing countries are continuously undergoing serious structural changes due to many factors, which hinder the quality of HEIs; these factors could be summarized into due to many factors; these factors could be summarized into:
(1) “mass and unsatisfied demand of people in higher education”;
(2) “market measures in higher education (cost, utility, productivity)”;
(3) “internationalization”,
(4) “weakness of research capability and research activities” and
(5) “the classical quality of executives in higher education institutions”.
