If it's for structural reasons, I think is cheaper to not consider it. But if you are putting it anyway, it may affect the performance since you are creating a different wake. For good or bad, I'm not sure.

You could look at performance of shrouded turbines. as well although in that case you would be increasing the air velocity by reducing area. In case you are simply sealing of the upper and lower sides of the blade you may prevent tip leakage and improve aerodynamic performanace and reduce noise . You may want to weigh the improvments against costs as well.
