What happens if a paper is with "Assigned to AE" for more than a week?

I had submitted a manuscript in IEEE Transactions on Industrial Electronics on 23th.Sep. The state in the author board is still "Assigned to AE". Does any researcher has the same experiment? or any problems exist in the manuscript?
