I want to know the factors reputable publishing outfits like Elsevier, Sage, Springer, Wiley, Inderscience and Emerald consider before hosting a journal. I really need Information on financial requirements, skills and experience etc that these firms consider.

Since those organizations are for-profit models, I would dare to say the biggest factor would be whether the journal would make money for the company ...
All of them have sets of criteria to follow. I would advice you check their sites.
Above all, roles and responsibilities of authors and editors are to be strictly adhered with regarding ICMJE recommendations.

@ Justine Ngang... Do you think they are actually biased? I'm particularly interested in this outlet. And I have also observed that there are few African journals on Elsevier. Could scientific outlet like this be actually biased?
Elsevier is biased. Emerald is fairer.
I submitted a journal proposal both to elsevier and emerald in the past.
Emerald & Elsevier want journals that will take an international focus, not just regional and national. Regional or national journals often have few readers, few academic specialists, excessive politicking, or the journal is attempting to serve a market that is already being served by another journal hosted by another publisher like Inderscience.
For this reason, the chances of getting successful for an African journal on Elsevier is low. Except, if all the editors and editorial board members are all Africans who are established academics in good foreign universities.
So, do your research well, and try your luck.

@Peterson. Thanks for the response. It is eye-opening. Any scientific and unbiased journal should posses the characteristics you mentioned. But I'm interested in the final outcome of your case. Did either of the outlet later considered your journal. How did it end?

both journals did not accept my proposal. Rather they told me that there are some existing journals that are already serving the niche which my proposed journal intend to serve, therefore, instead of starting a new journal, i should go and publish in those existing journals. It was discouraging.
But like I said, you should try your luck. You might be lucky
