Many factors are involved but mostly immunological state, environmental and social status.

Several factors contributed to the reemergence, among othets free and opened wide spread international travel, trade, changes in environmental conditions and air quality, declining food security leading to malnutrition, poverty and social and cultural differences and variations in genetic and immunological responses, inapproriate biotechnology and biological cultivation in research settings, and settlement settings is another important factor that drives the reemergence of communicable diseases. Wrong and missed diagnosis and misuse of antibiotics is a question of attention.

All of the above in addition to a rather large population of those against vaccinating.

There is an interplay between the factors which are environmental, social and migration of both humans and animals

Factors may include:

Migration / international travel especially among countries with inefficient immigration and custom services.

Poor or inaccurate diagnosis

Inadequate equipment in health facilities for thorough clinical examination

Treatment with poor quality or expired drugs

Non compliance to treatment regimen

High level of poor sanitation and / or hygiene in developing countries

Lack of fund for assessing health services in good hospitals, which may result in unreported or missed cases of a given disease.
