and also consulter papers of Soares et al. 2012, Olivien et al 2006, Henn et al. 2011, Larrasoaña et al. 2013, barbieri et al. 2013, Perura et al. 2010, Hervella et al, 2016 and Gunz et al 2009, related to the subject. 

I do not know, if the criterium most appropiated to define 'northern' or 'southern' people by the caolour of hair and eyes. I know oa lot of Spaniardes who are blond and blue-eyed, but i also know black-haired scandinavians. Of course, there is something like a a common appeareance, but well, i do not really know. Genetetical studies would be necessary to esplain the phenomen of blond-haired berbers.

Achiili et al (2005) proved evidence of genetical link between Berber and Sami, Sami are  scandiniavian. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC1199377/

Their conclusion strenghted the Franco-Cantabria refuge area. Indeed "Quote "The Late Glacial Maximum (LGM), ∼20 thousand years ago (kya), is thought to have forced the people inhabiting vast areas of northern and central Europe to retreat to southern regions characterized by milder climatic conditions. Archaeological records indicate that Franco-Cantabria might have been the major source for the re-peopling of Europe at the beginning of the Holocene (11.5 kya)."

This is a frequent question when people visit the Rif coast from Sebta to Alhoceima. Indeed, the Bereber Ghomara tribes (and also Jebala of Beni Arouss for instance) have an European-like aspect with green eyes and blond hair., and one colleague from Bou Ahmed village was always thought of to be an European teacher!  As some colleagues wrote, it is certain that they have Vandal origin, and also Wisigothic one for the Jebala moriscos (former Iberian muslims). The solution can be found by analysing their chromosome Y  If it contains the haplogroup R they are of Germanic origin, if it is E they are North African injected by Germanic characters.  However, some Arab tribes such as the Ouled Hriz near Casablanca have also blond hair and green/blue eyes...
