Many institutions encourage competition among her staff regarding publications. Few ones encourage publication even with refund on their cost on publishing and mandate the staff to publish under a specify impact factors, where does your institutions belong?.

This is not the right question to ask. Lots of universities are available those have different qualities. So according their quality, they are following.
