A number of key elements have been offered in the economic development literature, especially agricultural development most of which are either pro-smallholders or otherwise. But holistically, whether it is to advocate for inclusion or exclusion of smallholder farmers, what needs to be done to transform the agricultural sector of any country taking into account the differences in local conditions of those countries?

Generally is to knowing what is your subjective, what you should be done and how big of the risks for develope of agriculture by using of some activities through SME or when you would like to starting as smallholder
Law enforcement and government's involvement are also quite important. Law enforcement is the setting of safety standard and other necessary protocols to protect the stablity of the working place for the farmers.
I once visited a mushroom farm in China and their practice just drove me and my professor crazy. They used formal aldehyde for the sterilization process and sprayed unknown pesticide using an equipment like thirty year old on mushrooms once everyweek. If it was not thanks to strict requirements of international distribution centers, those mushrooms may have travelled out of China. All those practices have one reason: to save cost. No wonder why stuffs from China are so cheap. Government is needed to involve to practice subsidies and ban all of these practices. This may help rise the quality standard of products in a more uniform fashion and prevent unfair price competition due to unethical practices.
There is also a need of a crysis protocol for the industry in general. Agriculture is quite susceptible to unexpected natural elements. The mad cow disease incident can be a good example. There is a need to support the establishment of agricultural labs to study a wide range of diseases which may affect the crops and cattles. For any potential threat of mass outbreak of disease, without crysis protocol, the damage can intensify very trendemously and fixing the problem may take few years or never be able to be fixed.
The best to transform agriculture to harvest best results is to introduce the concept of
collective farming by consolidating small and marginal cultivators.
