In Elsevier journal generally when three Reviewers comments are added then status automatically changes to "Under editor evaluation" and to the Reviewers it is indicated as " required reviews completed". When the editor enters the decision in the system the status changes to "decision in process" which is then communicated to author by either editor in chief or managing editor.
Theoretically It means that the corresponding editor is considering the comments of the invited reviewers, prior to the final decision on the submitted manuscript .
In some Open Access journals this flag .. means that the reports of the reviewers are in and they are being processed by the administration ( no specific Editor is involved .. despite what the flag says .. the flag theoretically adds impact to the journal's peer-review procedures ...)
Thankfully, yesterday I have received a conditional acceptance to the paper after about 1 month (Under editor's evaluation), while for previous papers, I was getting (With Editor) status after ( Under Review).

I read all comments after that also I put bcoz paper was under review only for 9/10 days not for 1/2 months, first time I am facing this kind of problem, that's why i am tensed

It may be because of that one of the reviewers is among the journal's editorial board (Associate Editor/Section Editor) who has not yet entered his/her comments.
This is my question too, so I will not answering my own question. My status of my manuscript is changed from "Under Review" to "Reviews received" Would you explaine to me what does it means.
It means that the required number of reviews are complete on your manuscript. For example, let the editor has assigned 5 reviewers for your manuscript and the online journal configuration is set as follows: Let when 3 reviewers comments are received then the status will change from "Under review" to "Reviews received" or "required reviews completed". Don't be worried. It means required number of reviews are in. This status is equivalent to required reviews completed. If you notice change in status date again then it means new review is added. Next status would be decision in process when editor submit his decision in the system and then editor in chief will send it to you.
This status means that the Editor is in the process of deciding if your manuscript can be accepted or rejected based on reviewers' reports. It is also equivalent to to 'Ready for Decision'. The Editor is now evaluating reviewers reports before making a decision on your manuscript. I wish you best of luck!
From the above dialogues, the most significant concern is that the reference from using this status instead of skipping to the final (Decision-in-process). Also, based on that each reviewer defines his suggested decision clearly as (revise, accept or reject). The question is: Is the status of (Under Editor Evaluation), by any means, used for the cases of potential favorable decisions and the status of (Decision-in-Process) used for the cases of potential unfavorable decisions (reviewers recommended rejection)?
However, I am still believing that the status (Decision in Process) is commonly followed by the final decision of Reject. This belief may come from an experience of more than 20 submissions to different journals in the Elsevier publisher.
"Decision in progress does NOT at all mean that your manuscript will definitely be rejected. It means that the required number of reviewers needed for the Editor to take a decision on the manuscript are complete (this could be 2 or 3 depending on the journal) and that decision is now being taken. The outcome could be positive (accept) or negative (reject) or something in between (reject and resubmit). I am sorry that you have had such unpleasant experiences of rejections.
I agree with you that is meaning of the status (Decision in Process). However, it is not related to the number, but related to that the favorable decisions are taken rapidly (may not need using this status), while the unfavorable ones may wait for a time which mandates using this status.
From my personal experience, many rejections are the outcome of our use of the English language. I have had many rejections also until i had an encounter with a friend who highlighted my areas of weakness and helped me to development myself in relevant areas. I was pleasantly surprised when my next paper was accepted in an Elsevier Journal. We as non-native English speakers have a lot to learn to improve our written Language. I was thinking I could write English well until I was enlightened about Writing Scientific English. So, Rabea A Gadelkareem I still maintain that Editors do take decisions based on recommendations of the reviewers in all cases
This implies that there is conflicting recommendations by the two reviewers (For instance, a reviewer may have recommended that your paper be accepted after minor revisions or even accept. But the second reviewer may have asked that it be rejected). The Editor has decided to invite a third reviewer to assist her come to a decision. He will likely go with this third reviewer. for instance, if the new reviewer says accept after major revision in line with one of the previous reviewers, he will do that
Writing English in your native language my cause you trouble, trouble and trouble. So improving the way we write is very important. It is also important to tame our emotions. A rejection is not as bad as people think. It is a reward that tell you that you have not measured to the task yet.
I read all discussions above, you guys listed all kinds of possibility that writer will receive. The states of my first paper in Elsiver just changed from under review to Under Editor Evaluation , and I don't know how long it will take to next step, I wish i am going to recieve a good news.

The states of my aruticle in Atmospheric Environment changed from "under review" to "under editor evaluation" exactly after one month, and I have received "minor revision" notice after 2 days being in the "Under editor evaluation" procedure. Hope all goes well!
When a status changes from "under review" to "under editor' evaluation" and changes back to "under review", and during all changes of status, nothing has been communicated to the author. What does it imply?
Dear Shaibu , The "under editor evaluation " status after " under review" implies that required reviews has already received and is under evaluation by the editor in charge. If the reviewers recommendations are contradicting each other, the editor decides to send it to another reviewers so statues would be changed back to " under review" again. Wish you all success.
It happens when the paper elicit varied and opposite responses from 2 reviewers so the the handling editor will be awaiting further reviews from more reviewers to clarify before making the final decision.
