Generally, Wind Loads can be divided into three parts:
1) Average Wind effects
2) Background Effects
3) Fluctuating Effects
I understand Mean wind effects and instantaneous fluctuating wind effects but what does "Background Effects" refer to. Is it the effect of wind in the Wake region (like due to Vortices) on the downstream of the bluff body?
Background effects, as far as I gather, are fluctuations with low wavenumber, below any structural resonance. The term you call fluctuating effects refer only to fluctuations that have a high enough wavenumber to be within resonant frequencies of the structure. Background effects can be considered as fluctuation of the mean in that sense.
Dr. Bryan Gorman, thank you for your reply. My understanding of Fluctuating Effects is the instantaneous wind speed effect or the effect of the fluctuation component of wind speed ( from the mean value) at any given time.
So background effects are basically the low-frequency fluctuations of the instantaneous wind speed?
Your characterization is right. Fluctuating effects vary in space and time, thereby local and instantaneous. Background varies in time, but not appreciably over the spatial scale of the structure. It's instantaneous, but local only with respect to the structure's environment, not it's internal structure. Hope that helps.
