This field is currently being actively investigated to support greening of IT/IS and greening of ICT ultimately falls within it. Unfortunately, there has been less degree of convergence on green IS/IT and how should its benefits be compared beyond the rudimentary method of savings in primary costs/energy. Accordingly, if the intent here is to green ICT assets only, and they are physically identifiable, existing methods like life cycle costing or E-LCC, total cost approach (TCA), or Total Cost of Ownership (TCO) can be used and findings can be compared. I would like to concur with Somnath, the research I have seen so far on green ICT is focusing on carbon emission management from what I would call primary source. However managing carbon emissions is the movement. There is a quick handbook I found on green ICT from University of Liverpool ( http://www.greenict.org.uk/upload/documentstore/GreenAcorn.pdf. ). I would include life cycle analysis (LCA). You could read and consider the LES-model (Life-cycle impact, Enabling impact, and Structural impact), by Hilty and Aebischer, the paper also describes the "family" of related sustainability research domains e.g. green IT/ICT, sustainable HCI, and ICT4S etc.

I agree with Tobias that an LCA should be a part of it. Ideally, you would have some way to determine the consequential impacts of the ICT solution you are evaluating. A consequential life cycle assessment would be more representative since it would take into account any impact reductions vs traditional methods while including the impacts of the solution.
