Isnt't 3 toomuch?
Usually two are enough, and the third one is added if any of the two previous ones raises some serious doubts.
I think 2 peer reviewers are enough but in some special cases third one might be added.

Two are enough. The Editor should also have a sound knowledge in the relevant field.
Three okay if the final decision based on two.
I think two not enough because some time they have different opinion .

Two is enough if there comments are almost same.
Usually a manuscript is sent for two peer reviewers. But sometimes one of the reviewers give straightway rejection whereas another reviewer suggest minor/major corrections. In such a case, manuscript is evaluated by the third reviewer.
