I think that the decline of universities is due to the administration and the lack of cooperation of the staff of the university with the administration and those researchers in the dissemination of research and books in international magazines with high sensitivity and also the lack of conferences, seminars and workshops all the effects and causes of the decline in the classification and level of the university
The main concern in my old university is how the administration could fight the union of professors and how to gain the upper hand in decisions.
Some of the administration decisions that did not succeed: the establishment of a satellite branch in another town for a test period of two years. The average enrolment per class was something like 3 students! My class was "big" with 4 students... Complete waste of money, because they forgot to advertise about it...
Hopeless and decline both are bad and need to review the reasons .
