What do we mean by the phrase "The universe is expanding with a growing rate"?

We use this phrase all the time. Is it clear what we mean? Do we mean that everything is moving away from everything else at an ever-increasing velocity, or that the rate at which this separation is happening is continually increasing (acceleration increases)?
