@ Michael Bruckner: Scientific productivity is measured based on counts of publications, patents and citations to those publications / patents of a scientist, a Department / Division, Institute(s), Universities or Country.
The inputs for scientific productivity are: scientist(s), research infrastructure viz., lab, equipment, tools, salary, etc. and the outputs are: publications, patents, technology transfers, instruments designed, royalty earned, etc.
Need for evaluation of Scientific productivity: Since a huge amount of money is invested in Research, the policy makers, science fund managers who award research projects want to evaluate the scientific productivity.
There are two types to evaluate the scientific productivity viz., Quantitative Analysis, Qualitative Analysis.
Quantitative Analysis is based on i) No. of scientific publications; (ii) No. of patents filed; and (iii) No. of technologies transfered, etc.
Qualitative Analysis is based on : Peer Review rating, Citation analysis, etc.
Since publication productivity is one of the important indicators to know the scientific standing of a scientist / institute / university / country among their peers, it is becoming very popular now. I hope this would meet your requirements.

Scientific productivity is a socially constructed phenomenon, differentially interpreted by people operating in dissimilar work contexts, who establish expectations, codes and cultures of productivity. Scientists also differ from one another in their perception of productivity as a result of their specific training, socialization process and divergent career paths.

Michael, I understand your question not as a simple question asking for how we can measure scientific productivity, but as one that rather questions the conceptual foundations of doing so. Productivity is the relationship of outputs to inputs which are both elusive concepts when it comes to science. Who would know exactly how many hours it takes to produce a journal article, once you include all the necessary empirical and theoretical work? Can we say that Einstein's 1905 article in Annalen der Physik can be set numerically equal to any article that we humble fighters for truth produce? I think we can only compare productivities between scientists and their organisations (which I have done frequently myself, see e.g. Barjak, 2006, in Scientometrics), if we assume that measurement errors for input and output tend to follow the same distributions in the underlying samples.
