Sure, the scale of your PhD will be bigger, but that is a result of the two adjectives.
A master's thesis is not expected to generate a research publication, though it is very nice if it does. A PhD should normally expect to have at least one conference poster and a paper submitted to a refereed journal. This is not essential, and sometimes is not possible if the material has to be kept confidential for commercial reasons (either the sponsor getting a headstart on the know-how, or a possible patent which publication would void).
Also a Ph.D. thesis is more ambitious, purposeful, and typically longer as a result.
So far we have the following features to be associated with Ph.D dissertations, original' and 'significant, more ambitious, purposeful, and typically longer.
I believe that the master's thesis in which the researcher draws the peaceful foundations for the methods of scientific research, and can be used by others in order to reach a higher position. For the PhD, it is a strong test of the researcher's ability to do future research without any help from others, The Master's thesis can be submitted by the scientific researcher after the end of the study phase related to the relevant specialization, while for the doctoral thesis is the research effort of the researcher after the master's degree.
I do not think original and significant contributions to human knowledge base are restricted to PhD theses. There are many Master's theses or dissertations that have equally made such contributions. I think the major difference is the scope, which is wider in PhD programmes.

The difference between a master's thesis and a doctorate
The master's thesis qualifies the student to study for a doctorate, and the doctoral thesis is the one that gives the student the possibility of becoming a university doctor, and therefore the doctorate is higher than the master's degree.
