I thought your question was really interesting, and I wasn't aware of any research in the area. I know a bunch of folks are looking at creativity and ways to measure it, but I couldn't remember any of the top of my head. I just ran across this article on imagination, which I thought might be of help to you. You can look up some of the researchers they are citing. Hope it helps.
The Encyclopedia of Creativity lists several methods to measure creativity in organizational environments (highly recommendable book anyway):

In an act of self-promotion, I would find it interesting to include playfulness as a personality trait. It has been shown that PF is associated with creativity or innovative behavior at work; it also seems to be associated with group cohesion and team work. If you are interested I can recommend some literature and measures.
From experience I can tell you that there are a lot of innovative ideas in an organistation, but not seldom the staff is lacking knowledge and vision to be able to appreciate them, It would help the staff to come down from the throne and talk with the people at the shop floor
