What need to be change, better curriculum or improved teaching tools/academics? The question case study is third world countries.
The best way to create the future is to define it, powered by grant with hidden agenda by the sponsors.
Both of them should be the determining factor.
Having a set of competent human resources without a well tailored and robust curriculum will be a waste and having a well packaged curriculum without skilled manpower will also be a waste.
A good blend of both the teachers and well structured curriculum will give good quality students. If there is good faculties in a university then surely a good curriculum will be framed.
The only currency in the 21 century is human capital and the crux of modern warfare is Talent Hunt with a new expertise that i called anticipatory economy powered by knowledge management .

For the Ms. degree, the curriculum could be more important. However, for PhD , students usually look for the professors who have good reputation in her/his field of research.
The challenge of 21 century today cannot be fix with 20 century curriculum for higher education. That is why trans -disciplinary is the focus today.. Solutions have to grade:
