Whenever we are trying to make a layer of TiO2 from TiCl4 aqueous solution, the actual layer(Hydro-thermally prepared TiO2) is diffusing into the solution immediately after placing them into the solution.
Putting a layer of TiO2 onto glass, I would always do a sol gel or a CVD. Without expensive equipment / set-up, you can mix a sol and dip or paint the mixture on to the glass substrates. Try the methods section in J. Mater. Chem., 2011, 21, 11854.
I personally doctor blade a tio2 sol-get solution after using the ticl4 treatment, it is a simple technique. I also heat up the FTO slowly and everything works. Make sure you have very clean FTO glass.
