My research question is:
How can teachers in secondary schools in Uganda appropriate the use of mobile phones and tablets to improve students’ performance in science and mathematics subjects?
In that regard, I would like to know what best conceptual framework model and research methodology that will help me to answer my research question.
The choice of a particular conceptual framework is an outcome of the extent you have completed the literature review. Are you wanted to test embedded knowledge of literature by collecting data from target audience OR you want to propose new theory from collected data? I have answered earlier in other questions that it is not about which methodology is appropriate or otherwise rather it is about which methodology serves the purpose better i.e. helps to get a best possible answer of the query under consideration. Did you try looking up performance theories??? This is a difficult question to answer without reading your document.

You could look at theories of mobile learning. I think Sharples is a well known author. I was also interested in this kind of project. There are some difficulties in using students' personal mobile devices because they are inconsistent and are often used for personal social purposes.
However, tablets are more versatile. You could consider java or flash based software such as GeoGebra and the Manga High website. It really depends what kind of mathematics, what stage and what sort of technolog-based interaction you are interested in.
It is a social question and yet you must imagine a physical space with connected and moving parts. So, conceptualise a dynamical system. It is challenging, and hence rewarding.
