In the Philippines it would be budget, which also leads to the lack of infrastructure and good quality human resources. This is tied to the R&D budget, as well as the overall economic paradigm (state vs private institutions as education provider, education as right or privilege). All of these also lead to watered-down content, as well as outdated/inappropriate measures of education quality. Educators are also grossly underpaid.
